Unit Plan 23 (Grade 4 Social Studies): Citizenship and Participation

Focus: Discuss and practice citizenship through voting, compromise, and responsible decision-making in classroom and community life. Students explore how participation, respect, inclusion, and digital citizenship help groups make fair decisions and solve problems together. They engage in class elections, forums, and charter writing to experience what it means to be an active, responsible citizen.

Grade Level: 4

Subject Area: Social Studies (Civics • Inquiry/Skills)

Total Unit Duration: 5 sessions (one week), 45–60 minutes per session


I. Introduction

Students examine what it means to be a citizen at school and in their community. They connect everyday actions—listening respectfully, following norms, helping others, using technology wisely—to bigger ideas of citizenship and participation. Through mini-simulations of voting, class forums, and compromise, they practice making decisions together and see how their voices matter. The unit builds toward creating a shared Citizenship & Participation Charter that includes expectations for respect, inclusion, and digital citizenship.

Essential Questions

  • What does it mean to be a citizen at school and in our community?
  • How can voting, discussion, and compromise help groups make fair and responsible decisions?
  • Why do we need norms for listening, speaking, and disagreeing respectfully in civic life?
  • How do respect, inclusion, and digital citizenship show responsible citizenship?
  • In what ways can kids’ voices and actions make a positive difference in their classroom and community?

II. Objectives and Standards

Learning Objectives — Students will be able to:

  1. Define citizenship in school and community contexts, naming at least two rights and two responsibilities of citizens.
  2. Practice civic participation skills: following discussion norms, listening actively, sharing ideas, and using compromise to reach consensus when possible.
  3. Participate in a simple class election or vote, explaining the ideas of majority rule and respect for minority viewpoints.
  4. Describe and practice responsible citizenship behaviors, including respect, inclusion, and digital citizenship (safe and kind online behavior).
  5. Work with peers to co-create a Citizenship & Participation Charter that includes expectations for in-person and online behavior.
  6. Reflect in writing or orally on how their own choices and participation can help build a fair, inclusive, and respectful classroom community.

Standards Alignment — 4th Grade (C3-based custom)

  • 4.C3.Civ.3 — Practice civic participation (discussion norms, consensus/compromise, classroom elections).
    • Example: Hold a class forum to resolve a recess issue and document outcomes.
  • 4.C3.Civ.5 — Demonstrate responsible citizenship (respect, inclusion, digital citizenship) in school/community.
    • Example: Draft a class charter for hallway and online behavior.

Success Criteria — Student Language

  • I can explain what citizenship means at school and in my community.
  • I can follow discussion norms by listening, taking turns, and disagreeing respectfully.
  • I can describe what voting, majority rule, and compromise mean in class decisions.
  • I can give examples of responsible citizenship, including respect, inclusion, and digital citizenship.
  • I can help create and agree to a class charter that guides how we treat each other in person and online.
  • I can describe one way my own choices or participation can make our classroom more fair and inclusive.
